They can be the cause technical limitations, where everything in the open world would have to react to hurricanes and tornadoes. This is not easy to create and is overall challenging.

It is no coincidence that the inspiration for the open world of GTA 5 was Los Angeles. The Californian city is perfect for its consistent sunshine. It is easy to draw. According to leaked gameplay footage and various details, GTA 6 should take place in the familiar Vice City. It is inspired by Miami, Florida. This area is known for hurricanes and tornadoes, so it is not surprising that Rockstar would try to offer something like this in the game.
One more thing here. Rockstar has updated its official website. He changed the layout, changed the logo… Looks like preparations have started to announce the game. The company previously promised to reveal Grand Theft Auto 6 in early December/December.
