Oleg Sinegubov, the governor of the Kharkiv Oblast, announced that the Russian military did not respect the ceasefire on Wednesday, 9-21, which would allow the evacuation of civilians from Izium, 120 km south-east of Kharkiv: – The evacuation of people from Izium was actually thwarted due to non-compliance with the conditions [rozejmu] by the Russian side. The blades last all day. Dozens of buses running around the town did not reach the city. Only six vehicles evacuated about 250 people. A humanitarian convoy with food, water, warmth, and other essentials also did not reach the city. The city is practically destroyed. There is no electricity, gas, heat or water. In Izium, mobile phones, internet, radio and television do not work. All are in shelters. Local authorities went to the shelters to notify people of the evacuation.
