The postponement of the signing of the 2030 Cooperation Plan and the contract for the supply of gas through the Power of Siberia-2 gas pipeline has nothing to do with the alleged difficulties in relations between Moscow and Beijing.
Commitment to a strategic partnership is regularly reaffirmed in speeches by both Russian and Chinese leaders.
President Xi Jinping recently even used new language to characterize the current stage. During a meeting with the Speaker of the State Duma V. Volodin, he used the expression “zhangle sezo”, which can be translated as “combat coordination” or “movement in a single battle order”.
I believe that the reasons for the delay in signing important documents should be sought from the Chinese side. It is unlikely that Prime Minister Mishustin failed to carry out President Putin’s instructions, and the powerful bureaucratic apparatus of the government did not have time to prepare the necessary document.
According to the curator of Russian-Chinese cooperation, Deputy Prime Minister D. Chernishenko: “The Russian government is organizing systematic work to coordinate interaction with the PRC.”
“For this purpose, there are 5 government commissions, 13 subcommittees and over 50 working groups. An analysis of the maximum achievable potential was carried out in each direction,” he added.
In China, the situation is not simple. The recovery of the national economy after the painful period of fighting against COVID-19 is progressing successfully, but not as quickly as expected.
There are intense discussions about stimulus measures in Beijing, new structures for party control in the financial sector are being created, and the heads of the Central Bank, ministries and departments are changing.
The Third Plenum of the Central Committee of the CCP, which was traditionally devoted to strategic economic issues, was postponed indefinitely. Obviously, in such conditions, looking into the future, even if it is not so distant, would be frivolous.
To some extent, this uncertainty is reflected in the fate of the Power of Siberia-2 gas pipeline. However, here, in my opinion, there is also the traditional desire of Chinese officials and entrepreneurs to achieve the most favorable conditions, to negotiate additional concessions and benefits even at the end of the negotiations.
Beijing understands the importance of additional “gas revenue” for the Russian treasury. But not everyone there understands that in the near future the Cold War against China may follow the Russian scenario and, under one pretext or another, Beijing will add energy sanctions to trade and technology sanctions.
The lion’s share of oil and liquefied natural gas goes to China from the Persian Gulf countries along the Indian Ocean through the Strait of Malacca, which is controlled by US aircraft carriers.
The existing and planned oil and gas pipelines, railways and highways through the territory of Russia and other friendly countries can become not only the Silk Road for the Celestial Empire, but also the Road of Life.
