According to him, Moscow has sought to make amends for defeats on the battlefield by targeting Ukraine’s infrastructure, leaving civilians without vital services when winter comes.
“President (Vladimir) Putin appears to have decided that if he cannot take Ukraine by force, he will try to freeze it into submission,” Blinken said after a G7 foreign ministers meeting in Germany on Friday.

Similarly, the EU’s head of foreign affairs, Josep Borrell, said Vladimir Putin was waiting for what he called the “winter general” to help in his war in Ukraine.
G7 foreign ministers met in Munster, Germany to pledge to support Kiev during the cold months ahead.
The G7 has decided to set up a “coordination mechanism” to help Ukraine repair and maintain its vital electricity and water infrastructure, from which Russia has been attacked in recent weeks.

“We will not allow the brutality of this war to result in the mass deaths of parents and children, young people or families in the coming winter months,” added German Foreign Minister Annalena Baerbock.
