Building insurance in Uri: despite a total overhaul, everything stays the same

The government council is requesting a total revision of the building insurance law. However, the majority of the changes are of a formal nature. Nothing should change in the system itself.

The history of the cantonal building insurance law goes back to the storm in 1987. The damage that occurred at that time was not all covered by insurance, since numerous buildings in Uri were not or insufficiently insured against natural hazards. With the entry into force of the law on obligatory building insurance on January 1, 1993, it was ensured that all buildings located in the canton of Uri are insured against fire and natural hazards for the correct value.

Since then, the building insurance law has “proved its worth” both in individual cases and in major natural events, as the government council writes in its report and application to the district administrator. Especially after the 2005 flood, it became apparent that the damage to buildings caused by the storm was “covered practically without exception by insurance”.

In a partial revision in 2008, individual deficiencies were corrected, but the law was left in its original form. After the law has been in force for almost 30 years without changing its wording, a revision is now necessary, writes the government council. “There are signs of aging in the wording of the law, ambiguities in procedural terms and a need to catch up on the linguistic comprehensibility of the terms and definitions.” This should be fixed with a total revision.
