The Urgency of Schengen and the Need for Internal Affairs Reform: Insights from Former Minister Veselin Vuchkov

We must be very careful in the coming days with the subject of Schengen. Our reception only by air in Schengen is very small. The most important achievement of Schengen is the opening of land borders when we travel without feeling that we are crossing borders. This should happen no later than the summer of next year. We have to be very careful and not allow another 12 years of waiting. We have fulfilled absolutely all the conditions and we cannot wait any longer, it would be unfair.

This is what the former interior minister Prof. Veselin Vuchkov said in the program “The Day Live” on NOVA NEWS, who commented on the Schengen topics and the changes in the Constitution.

“The Ministry of Internal Affairs conducts between 150 and 200 thousand pre-trial proceedings annually. Without quality reform at all levels in the Ministry of Internal Affairs, there is no way to successfully fight crime. Unfortunately, everyone is looking at judicial reform and no one pays attention to the Ministry of Internal Affairs. 90% of the expenses of the Ministry of the Interior should go to salaries and insurance. Investments are needed for equipment, new uniforms, there are many things. A reform of the Ministry of the Interior is necessary and it can be linked to the judiciary,” he added.

“The idea that the president chooses between three figures for acting prime minister is not good and appropriate. There is a danger in the judicial reform as well. There are risks of getting many prosecutors-general in places and the prosecutor-general not being able to lead the system. We risk violating the integrity of the prosecutor’s office . The Attorney General has so far been too involved with the political powers of the day. With the changes to the constitution, this is increasing. The political influence on the prosecution, although it is now proposed to be through parliament, should be reduced, not increased.” Prof. Vuchkov was categorical.
