Member of Commission III of the DPR F-Democratic Party, Didik Mukrianto, considered the letter to be an illegal levy or extortion. He then described what could potentially be extortion.

Included in the concept of office crime, including the actions of officials to benefit themselves or others, abuse their power to force someone to give something, to pay or receive payment with a discount, or to do something for himself,” he said.
Didik then told the term extortion from the eyes of the bureaucracy or government. Through language or terms, the practice of extortion is carried out to collect money illegally.
“In a bureaucratic perspective, extortion can occur in several known terms including mother’s milk (voluntary donation of monthly fees), pressure milk (voluntary donation without pressure). These forms of extortion indicate the practice of extortion in a structured and institutionalized manner. the acronym) mother’s milk – compressed milk is usually euphemized by the collection officer when collecting / collecting money,” he said.
Therefore, with the appearance of a letter requesting a donation signed by the Governor of West Sumatra Mahyeldi, Didik asked the Minister of Home Affairs Tito Karnavian and the apparatus to dismantle it. It is hoped that from the process of intervention by the officers, this incident can be obtained clarity.
“For whatever reason, considering that this incident has the potential for abuse of power, corruption, and also extortion, which is not only against the principles of good governance, but also has the potential to violate the law, the Minister of Home Affairs and law enforcement officers must immediately intervened to make light of the incident both from a bureaucratic and legal perspective,” he added.
