The document calls for the preservation and protection of the values that allow the state to maintain and strengthen its sovereignty, preserving the Russian people and developing their human potential.
“Traditional values rooted in Russia’s cultural and historical experience have enabled the nation to effectively face new challenges and threats while keeping its identity intact”, reads the decree. Russia todayThursday (10/11/2022).

Among the values cited are human dignity, human rights, life, patriotism, moral ideals, the traditional family, historical memory, the continuity of generations and the unity of all people living in Russia.
The document also states that all major religions, including Christianity, Islam, Buddhism and Judaism, have had a “profound impact” on the development of Russian values, shared by religious and non-religious alike.
Putin’s new policies aim to preserve and strengthen traditional values from generation to generation, as well as counter the spread of destructive ideologies.
Among the ideologies “foreign to the Russian people”, the document lists the cults of selfishness, impunity and immorality, the rejection of patriotism and family values and LGBTQ + propaganda.

“The actions of extremist and terrorist organizations, some media, as well as the actions of the United States and other hostile countries and some transnational corporations pose a threat to traditional values,” the document states.
According to the decree, this threat must be countered through policies targeting young people, education reform and support for literature, art, cinema and media that promote traditional values.
The decree also mandates the government to cooperate with civil society, preserve the historical memory of the Russian people and support the Russian language, both at home and abroad.
