(What about unions in the education sector)
The Collective of health unions disapproves of approaches aimed at forcing health personnel to get involved in the electoral campaign for the 2021 presidential election. In an audio relayed on social networks, the spokesperson for the Collective blasted the fact and in the wake, the Departmental Director of Health of Mono having required a medical coordinator to justify his non-involvement in the electoral campaign, was relieved of his functions. Meanwhile, the unions in the education sector are mutating into a long silence …

In a correspondence dated March 29, 2021, the Departmental Director of Health of Mono, Dr Étienne C. Hounkonnou demanded explanations from the medical coordinator of the Cbgh health zone as to his non-involvement in the electoral campaign process. . This, on the instruction of the Minister of Health, according to said note. “It came back to me with some evidence that you are not in the campaign process. On instruction from the Minister of Health, you would kindly provide me within 24 hours and in 03 copies, the reasons justifying this non-compliance with the instructions of the authority ”, we read in the request for explanation signed by the director Mono health department. A fact that the Collective of health unions disapproves. Through a statement made public, the spokesperson of the Collective, Adolphe Houssou deplores. “The presidential elections are on the horizon, activities have started and deviations never seen in the Ministry of Health are already being observed. We are making this declaration to draw everyone’s attention to our administrative duties, rights and limitations in electoral activities. Keeping silent in the face of these high-level orchestrated slippages would make us, trade unionists in the sector, accomplices in the mistreatment of our dear activists. We want, on this occasion, to reassure the staff that the unions are not directly or indirectly involved in these political campaign organizations underway in the sector, ”explained the spokesperson for the Collective. And to continue “since the launch of pre-campaigns and campaigns for the presidential elections scheduled for April 11, 2021, health facilities and administrations in the health sector have become fields of battle, threats, intimidation and trivialization of the life of the populations under the very direction of the authorities of the Ministry of Health in violation of the texts of the Republic and of the oath taken. These sessions are convened by different authorities at various levels of the hierarchy with the instruction to the personnel, all the personnel on duty or rest are invited and that no absence will be tolerated. What a mistake ! What do we say about the right to freedom of staff and the right of patients who will be abandoned for these political meetings? Without scruple, the aforementioned threats are carried out through fanciful requests for an all-out explanation addressed to the agents on the instructions of the Minister with intimidation and threats of radiation ”. The trade unionist Adolphe Houssou wonders, however, about the involvement of the ministerial authority in this practice. “… The letters inviting these agents to political meetings clearly mention,“ on the instruction of the Minister of Health, ”the first authority in the sector… is this not a desecration of the profession and the administration of the sector? “. The Collective of health unions denounces the political pressure which is added to the demotivation of the agents. While we expected the end of the politicization of public administration, the situation is simply deplorable. We are witnessing a strong politicization of the administration under the Rupture. Moreover, since the launch of the electoral campaign, it is not uncommon to discover on social networks, political activities organized by medical coordinators and other health personnel. What about the fate of patients during this election campaign period? Can we really wonder. The glimmer of hope that arose out of the Rupture regime’s determination to combat the politicization of public administration appears to be a decoy.
Dds-Mono suspended, education unions dumb …
In a ministerial decree dated March 30, 2021, the Minister of Health, Benjamin Hounkpatin, relieved the departmental director of health of Mono from his duties. If no article specifies the reason justifying this decision of the minister, many already believe that this is related to the correspondence requiring a doctor-coordinator to justify his non-involvement in the electoral campaign. Meanwhile, unions in the education sector seem indifferent to the situation. Indeed, several teachers have recently started to get involved in the electoral campaign. After the controversy over the requirement for teachers to specify their political affiliation on a technical sheet, during the Legislative Assembly of 2019, the pressure seems to be maintained on teachers. Need it be recalled, a few months ago precisely on Monday, January 13, 2020, teachers were required to specify on a technical sheet identifying the teachers, their membership of one of the two political parties supporting the leader. of the State: the Republican Bloc and the Progressive Union or other parties. A fact that made the web talk. For many, this is a hypocritical fight against the politicization of the administration. The pot-aux-roses being discovered, sanctions had been announced against the head of the educational region. Nothing filtered afterwards. From Up teachers to new start teachers, not to mention the Br teachers’ association, everything leaves one perplexed as to the fight against the politicization of the administration.
