– Co-owners-lessors are often difficult to mobilize in co-ownership meetings, regrets this president of the union council.
This year, Béatrice is celebrating ten years as president of the union council of her co-ownership. She says to herself “a little worn” by his function within this body composed of elected representatives of the co-ownership and responsible for coordinating relations between co-owners and trustee. “I’m tired of giving my all for co-owners who are not involved in the life of the residence, some of whom have never seen the accommodation they bought!”explains this retiree.
The co-owners in question have carried out a rental investment in Pinel in new real estate in order to obtain a reduction in their income tax. This is in return for their commitment to rent the property for several years at a moderate rent, to people whose income does not exceed certain ceilings.

Investors in Pinel not very diligent at AGMs
There are many investors in Pinel in Béatrice’s “copro”. Of the 200 lots in this residence located in New Aquitaine, 85% belong to landlords. And for good reason! The residence was built around ten years ago, at the time of the creation of Pinel. “These people bought to save tax, they did not really acquire a home but rather made a financial investment”Beatrice gets annoyed.
Mostly living in regions other than New Aquitaine, particularly in Ile-de-France, these owner-landlords are not very frequent at general meetings (AG) of co-ownership. While there are around 170 of them, «we can count them on the fingers of one hand during general meetings»laments the president of the union council.

Pinel, more of a financial investment than a real estate purchase?
As a result of this absenteeism, the vote for the repair of the paintings of the entrance hall and the tiling of its bases, which are not, however, very large-scale works, was complicated to achieve. Especially since, Béatrice annoys, these co-owners-lessors“will be very happy to present a beautiful residence to future buyers when they resell their property” after the six to nine years of rental commitment required under Pinel.
Béatrice also does not appreciate that some of these co-owners-landlords “transform their T3 into T4 rentals, in order to rent it to three students rather than two”. She sees this as further proof of the mainly financial interest of this type of real estate purchase. Not to mention the jumping of students and the significant turnover of occupants, who leave the shared accommodation to live as a couple or continue their studies elsewhere.

Pinel in the extinction phase
The president of the union council sometimes comes to regret her apartment in the Paris region, sold ten years ago to buy the one in Nouvelle-Aquitaine: “We were almost just owner-occupiers, we all knew each other, we were all involved in the life of the copro».
Béatrice has only one dream: that the co-owners-lessors resell their property to people who will take up residence there. And why wouldn’t she sell her own apartment to buy another, in a residence that hasn’t yet been built? Yes, Béatrice, from January 1, 2025, Pinel will no longer exist and no other rental investment scheme in new construction is expected to take over…
