According to the United Nations Office for the Coordination of Humanitarian Affairs, $3.2 billion will be made available this year. $4.6 billion was originally planned. The reason given was that the previous plan had been revised because of the restrictions imposed by the Taliban regime on female helpers. At the same time, it is pointed out that more than two-thirds of the Afghan population is dependent on humanitarian aid.
