No one ignores what YPF meant for the national economy since its foundation. The pioneering management carried out by General Enrique Mosconi, meant launching the largest company that Argentina would have and that would generate enormous resources for the country. This management would be consolidated from 1932 to 1943, through the presidency of Eng. Ricardo Silveyra.

Both Mosconi and Silveyra were tenacious opponents of the privatization of the company, and they only disagreed as to whether Mosconi could accept that there be private capital in it, which was tenaciously denied by Silveyra, who went so far as to tell Minister Federico Pinedo that if He made an attempt to privatize the company, the people were not going to tolerate it, they were going to hang the authors and he was going to lead the march for such action.

But over the years, certain things were changing and it was so that in 1954, a subsidiary of Standard Oil of the USA was given 48,000 square kilometers of territory to explore and exploit oil. Starting in 1958 and with the justification of winning the oil battle, concessions were once again delivered through obscure deals, which were annulled by Dr. Arturo Illia.

There were many comings and goings regarding YPF, but no government dared to privatize it until, in 1992, and after the signing of three deregulatory decrees for the sector, YPF ceased to be state-owned and began its privatization. In that year, the main intervention was Dr. Néstor Kirchner, who led the group of oil provinces, who persistently lobbied for this to materialize. As Carlos Menem knew who he was talking to, to avoid the failure of the privatization that the UCR had strongly opposed, he managed to sign agreements with the oil-producing provinces and in the case of Santa Cruz Domingo Cavallo signed an agreement with Kirchner for the If the Santa Cruz project came to fruition, it would receive almost 500 million dollars, and if it failed and Congress did not support privatization, it would not receive a single penny. Parrilli was the reporting member and everything was approved with the euphoria of the Justicialistas who lived for President Menem.

A few weeks later, Kirchner signed a new agreement with Cavallo and José Luis Manzano, whereby the previously agreed sum rose to 680 million dollars, which were used to buy YPF shares at a price and resell them at a higher sum with huge profits. It was never really known that he spent with that sum, because the Provincial Court of Accounts never reported it.

In 2006, after the promulgation of the short law that meant fully handing over control of oil resources to the provinces, the concession of the largest oil reserve in the Gulf of San Jorge was extended for 40 years to Pan American Energy. , whose largest shareholder was British Petroleum of Great Britain. Everything was done in open violation of the hydrocarbons law (17,319).

A year later, the Petersen Group of the Eskenazi family was authorized to buy 25% of the shares, and they did so without putting a single penny. They paid them with dividends from the company itself.

In 2012, the expropriation of 51% of the shares was decided, and at that time, as an advisor to the deputy Fernando Solanas, I prepared a dissent, so that not only that 51%, but also 25% of the Ezkenazi, would be expropriated, since it meant what was going to happen according to the statutes of the company. Those true criminals apparently sold their rights to vulture funds, the Burford group, which recently obtained a judgment in New York for shocking figures.

It should be remembered that due to Mosconi and Silveyra, YPF was established not only as a great oil company, but also as a factor in the comprehensive development of our country. YPF built cities, towns, schools, hospitals, generated employment through a perfect business organization, far from the financial aspects that private companies have. Everything possible was done to destroy it, and it is barely a shadow of what it was, since the foreign oil companies are the ones that exploit our resources, to take everything they can.
