Who controls Campania’s data? The right arm of the governor Vincenzo De Luca. Now the suspicion of a conflict of interest arises on the Campania case. At the head of Agenas, the national agency for regional health services, has been Enrico Coscioni since the end of September: from Salerno (like De Luca) and very loyal to the governor. He is the man who endorses, from the Agenas presidency, the data provided by the Campania Crisis Unit. The newspaper Domani reveals the joint that raises doubts about an alleged conflict. The Crisis Unit of the Campania Region provides data on coronavirus to the national control room, which on the basis of an algorithm assigns the band (yellow, orange, red). The accuracy of the data is monitored by Agenas. Why would there be a suspicion of a conflict? The top of the national agency (Coscioni) is also a member of the Crisis Unit of the Campania Region and of the control room. And then he maintains the position of health advisor to President De Luca. Coscioni with his right hand (as a member of the Crisis Unit) provides the data, and with his left hand (President Agenas) certifies them. “No conflict,” President Agenas said in Tomorrow.
The law allows it. But Coscioni is not a technician outside politics. He is one of the most trusted men of the Salerno sheriff. In the past he was regional councilor of Campania for the De Luca list as president. So, an iron Deluchian. He is the man who in the last five years has had control of health in Campania in his hands. It’s part of the sheriff’s restricted stable. At the end of September, the State-Regions conference indicated Coscioni for the presidency of Agenas.
The doubts are therefore legitimate. So much so that the jump from the yellow to red zone came after an inspection by the technicians of the Ministry of Health in Campania. Suspicions aside, Campania is preparing to move into the red zone: from today, no activity and circulation. The bulletin confirms the negative trend: 3,351 positives out of 20,662 swabs performed, 728 fewer than Friday but with 4,848 fewer tampons. As a percentage, it means that 16.21% of the tests are positive, just over yesterday when the infection rate had reached 15.99%. Coronavirus runs fast. But the schools reopen: the activities in the presence of children and the first grades of primary school will resume from November 24, after screening on a voluntary basis on teaching and non-teaching staff and on pupils. For different school levels and orders, distance learning remains. Yesterday, last Saturday of freedom: there were not the usual rivers of people on weekends but Spaccanapoli, Piazza del Gesù and Piazza San Domenico Maggiore up to San Gregorio Armeno, the “way of the shepherds”, are crowded today. In the alleys and squares of the ancient center of Naples even the tables of the bars and other places were occupied. Lots of people also in the Vomero district. Many are struggling with purchases and with “the last coffee”. Sweeping police checks.
But there are those who rebel against the red zone. Benevento is not there: the mayor Clemente Mastella considers the relegation for Benevento an injustice. In the Sannio the situation is under control. And therefore the hypothesis of an appeal against Speranza’s decision is circulating. It will end up in court. But for now it closes. Waiting for the judges.
