The sexual violence experienced by a 15-year-old girl in Parigi Moutong, Central Sulawesi, is truly heartbreaking. Komnas Perempuan stated that the case that the police called not rape was strictly a sexual violence against children which was clearly a criminal act.
“Komnas Perempuan reminds again that any sexual activity against children is a crime of sexual violence (TPKS),” said Komnas Perempuan commissioner Siti Aminah Tardi.
This case was classified as sexual violence because the victim, who was still a minor, was unable to give his consent to engage in sexual activity. He emphasized that the crime of sexual violence against children does not require an element of coercion or pressure.
The 15-year-old boy is currently being treated for a cyst. “Regarding the condition of the victim, we received information last night from the Police Chief, and the results of coordination with friends at DP3A, the Women’s Empowerment and Child Protection Service, that it turns out that the victim currently has a cyst, so it must be treated at this time,” said Central Sulawesi Police Chief Inspector General Agus Nugroho during a press conference at the Central Sulawesi Regional Police, Thursday (1/6/2023).

How did this case finally come to light? The following facts are summarized from detikcom:
1. The victim was lured by money
According to the police, initially the victim had sexual intercourse with her boyfriend, F. The boy was promised money, Mother. That’s why the 15-year-old teenager was persuaded by F. However, it turned out that F was very lecherous in telling others about his relationship with the boy.
“The victim wanted to follow brother F’s wish because he was lured in with a certain amount of money so the victim did, unfortunately brother F, who was previously the victim’s girlfriend, informed this to his other friends who used to hang out at the former traditional house, he could be paid with money,” said Agus Nugroho.
2. The perpetrators amounted to 10 people
After committing immoral acts on his girlfriend, F then recounted his actions to 10 other perpetrators. He said if the victim wanted to have intercourse in exchange for money.
Then other actors do the same thing by tempting a certain amount of money, some will give a cellphone, some will give clothes, some even dare to say that if the victim is pregnant, he is ready to be responsible for marrying her,” Agus added.
3. The victim confessed to the perpetrators of 11 people
As the investigation into this case progressed, the victim later admitted that 11 perpetrators had sexually assaulted him. The events themselves occur at different times and places from April 2022-January 2023.
The names of the 11 people suspected of being the perpetrators are as follows:
- HR alias Pak Kades is 43 years old, one of the village heads in the Parigi Moutong Regency area
- ARH alias Pak Guru is 40 years old, he is an ASN, an elementary school teacher
- RK alias A is 47 years old, self-employed
- AR alias R is 26 years old, farmer
- MT alias E is 36 years old, unemployed
- FN is 22 years old, college student
- K alias DD, 32 years old, farmer
- AW, who is still at large
- AS is also the same until now still at large
- AK, who is still at large
- The NPS, who works as a member of the National Police, is still under investigation, his status has not yet become a suspect in this case.
The reason the Brimob personnel have not been made suspects
The determination of the suspects in the 10 perpetrators seems to be still in question, Mother. The reason is, according to the victim’s confession there were 11 perpetrators where one of them worked as Mobile Brigade.
According to Inspector General Agus, the Mobile Brigade officer with the initials NPS has not been named a suspect in this ABG sexual intercourse case. He reasoned that the police still lacked evidence of involvement by the NPS.
“It is true that the person concerned has not been named a suspect because specifically for the person concerned we still lack evidence,” said Agus.
