The tour de force in Parliament for the decree laws before the holidays: the bills postponed to September

Summer is upon Italian politics. If, between reforms, bills and amendments, the holidays of Italian parliamentarians are in danger of slipping away, the solution is always the same: quickly close what can be done and postpone the rest until September. When, however, even the most burning issues, such as the premiership, risk being overshadowed by the financial maneuver.

Tomorrow, after the last Council of Ministers, the summer closure of the Chamber is scheduled, while the senators will have to wait, if necessary, until next Friday. So, suitcases in hand, a real tour de force has begun. Not all the measures can be approved in time, so the majority is aiming to convert as many decree laws as possible. At Palazzo Madama, the Infrastructure decree was approved yesterday evening and with a vote of confidence, while the examination of the Raw Materials decree will conclude this evening. At Montecitorio, the Reconstruction decree passes, but the issue of Prisons remains: it expires on the 2nd of next month, Forza Italia turns up its nose and therefore this decree will also be shielded with a vote of confidence.

Constitutional reforms will certainly be discussed again after the holidays, starting with the premiership. “The mother of all reforms”, copyright Georgia Meloniwill be added to the work of the chamber late in the resumption. Maybe even later, considering that the budget season will open in September. Autonomy is another matter. The Calderoli bill was approved by Parliament but the project so dear to the League has two obstacles ahead of it: the definition of the Lep (Essential Levels of Performance) and the record collection of signatures for the abrogative referendum. The Nordio reform seems to be on the home straight, but the right must be patient: the signature of the President of the Republic is missing for the elimination of abuse of office Mattarella.

Among those postponed to September there is also the security bill – here the majority consoled themselves in the commission, approving the amendment against light cannabis. In the autumn the fate of the “Salva Milano” bill, the mountain bill and the two measures wanted by Forza Italia and Lega for the victims of terrorism will be decided. The same fate, probably, for the highway code: “I hope it will be approved before the summer, but there are many amendments”, said the Minister of Transport Matthew Salvini. The deputy prime minister himself will have to untie, but only later, the issue of the seaside resorts, contained in the Salva-infrazioni decree. More hope instead for the so-called Omnibus decree, which would concern the reopening of the terms of the scrapping of tax bills.

But that’s not all: by the end of August, the government will have to submit two names to the European Commission to obtain the much-coveted delegations in Brussels. Two other burning issues remain in the background: the election of the fifteenth judge of the Constitutional Court and the appointment of the Board of Directors of Rai, to be defined with a vote hypothesized for September 12.
