The tax office is preparing a revolution in Polish taxes

During the Cashless Congress, Deputy Minister of Finance Jan Sarnowski said that the ministry is working on introducing the status of a non-cash taxpayer, which would entitle to faster VAT refunds. The project should be ready in the first months of 2021.

As Sarnowski, who participated in the panel “The needs of the Polish economy and society in the era of digital transformation,” said, the popularization of cashless transactions reduces the gray economy and increases tax revenues, therefore it should be supported by the state.

– If the entrepreneur is honest and the vast majority of his turnover is carried out in a non-cash formula, this is how payments are made and he is fully transparent to the administration, then the administration should treat him as partners and with a much greater degree of trust than other taxpayers – he noticed. He informed that, therefore, the Ministry of Finance is working on creating the status of a non-cash taxpayer, which could lead to a faster VAT return, because in a situation where most of the turnover is made without cash, there is less risk of fraud.

– I hope that these works will be completed at the Ministry of Finance in the first months of next year – he said.

Sarnowski pointed out that the period of lockdown related to the pandemic was a period of accelerated digitization and digitization of the administration’s activities. – Operating in the remote formula was the only way to maintain contact with the taxpayer and carry out tasks systematically – he said. He pointed out that in the last few months new e-government solutions have been introduced: software checkouts, e-receipt, and soon implementation of e-invoices.

As he emphasized, the introduction of e-receipts in particular will be a “revolution” for consumers, because after installing the e-receipt application, it will allow for the analysis of household budget expenses. “It’s a great diagnostic tool,” he said.

According to Sarnowski, during the pandemic there was a psychological breakthrough in terms of consumers’ willingness to pay without cash. – This is a revolution that we are observing and which will also have a natural influence on the tightening of the tax system – he said. – Customers can see that card and non-cash payments are safe, they get used to them and these are the habits that will stay with us in the future. Additionally, this effect is reinforced by the expanding acceptance network. Over the last 20 years, we have built a network consisting of 700 thousand. terminals (…) now the number of these terminals has increased (…) to 1 million – he said.
