Only Troms and Finnmark have decided that they will be dissolved, while Innlandet, Vestfold and Telemark and Viken are still in a process. For the latter county, it is estimated that a resolution will cost between NOK 80 and 100 million, which is approximately equivalent to the price tag for the merger.

Dissolving all the four counties that were merged a few years ago could cost up to almost 700 million kroner, according to calculations made by the counties themselves.

But it will be both more expensive and worse to continue with the merged counties, Vedum believes.

– It is of course about making it as cheap as possible, he says.

Vedum now hopes that the offer to take the whole bill will tempt the last three major counties to land on decisions on dissolution by the summer.

– Now it is up to the counties, and we will stand up and help, and I obviously hope that there will be more close solutions than the previous government allowed, says the Minister of Finance.
