The Operational Anti-Fraud Committee headed by the Haute-Savoie prefecture organized an inspection of the deliverers of the Amazon Annecy-Seynod distribution center. Result: more than 1 violation observed for 3 employees checked.

As we announced well before the opening of the site, the issue of traffic nuisances generated is one of the most marked points of tension related to the new Amazon Annecy-Seynod distribution center.
The Annecy town hall has already banged its fist on the table and obtained a reorganization of deliveries. This time it is the State which is doing it. And not only with the big eyes: he diligently a coordinated control operation, Monday December 7, 2020.
However, this was not aimed directly at the American giant but only its delivery men, employed by companies “partners”, as Amazon calls them.
This vast operation was carried out as part of the Anti-fraud operational committee (Codaf74). 137 people were checked and around fifty offenses were noted.

30 agents mobilized
Initiated by the Direccte (the State service in charge of Labor and Business but also of consumption and competition) the control mobilized 30 people: 10 police officers from the border police, 10 soldiers from the company. Annecy, 2 soldiers from the motorized platoon of Annecy, 2 inspectors from URSSAF and 6 labor inspectors.
Objective stated: to verify the reality of the monitoring of working hours in accordance with article R.3312-58 of the transport code (monitoring documents, presentation and completeness), as well as the regularity of their hiring and their situation on the National territory.
Indeed, specifies the prefecture in its statement of report “in this sector of the transport of goods known as“ courier ”(vehicles of less than 3.5 tons / small parcels) in full expansion thanks to the progression of e-commerce, employees are highly exposed to the risk of road accidents. “

Raise awareness … and verbalize
“This type of control makes it possible in particular to make them aware of this risk (need to take a break after 6 hours of work, reduced vigilance, etc.)”, ensures the prefecture. It’s all in the “especially”, because at the time of the assessment it is the observed violations that stand out the most: 126 employees of 16 companies were heard, as well as 4 autoentrepreneurs, 1 company manager and 6 security guards present on the site.
In the end, 49 offenses – out of 137 people checked, therefore, or more than 1 offense for 3 people checked… – – were noted:
• 35 failure to affix the insurance certificate;
• 5 invalid insurance certificates;
• 2 lines under narcotic;
• 2 technical control faults;
• 2 workers without a work permit;
• 1 non-affixing of the “A”;
• 1 security guard not declared (absence of declaration prior to hiring);
• 1 undeclared delivery driver (no declaration prior to hiring).
“In-depth work will be undertaken with all the transport companies inspected on the monitoring of working hours”, ensures the prefecture, which specifies in passing that « the inspection was able to take place under good conditions thanks to the cooperation of the Amazon company, its employees and its subcontractors present. ”
