State Duma deputy Ivan Sukharev came up with a proposal to introduce New Year concessions for non-travel debtors. The letter, a copy of which is at the disposal of RT, he sent to the Federal Bailiff Service (FSSP).
The parliamentarian suggested that the agency assess the possibility of introducing an annual “special period” from December 20 to January 20, in which citizens with a debt of no more than 60 thousand rubles will be able to freely leave Russia.
“Quite often there are situations when citizens learn about a personal ban on traveling abroad upon arrival at the airport, including during the New Year holidays. As a result, New Year’s vacation is overshadowed not only for the debtors themselves, but also for members of their families, ”the text of the appeal says.
The deputy recalled that, according to data as of December 1, 2019, about 3.4 million people remain restricted to travel abroad.
At the same time, respectable citizens who do not reside at the place of registration and who did not receive timely copies of decisions in the case of an administrative offense may also be included in the travel restrictions, Sukharev notes.
Currently, in accordance with the federal law on enforcement proceedings, citizens who have debts, for example, for non-payment of state duties, fines and loans, may lose their right to travel abroad, having a total debt of more than 30 thousand rubles.
Earlier in the FSSP they said that about 1.5 million Russians are on the list of restricted to travel abroad due to unpaid child support.
