During a meeting of the Supreme State Council of the Union State in the Kremlin, President Alexander Lukashenko shared his plans for cooperation between Russia and Belarus in the field of microelectronics.
Even before the special operation in Ukraine, he and Vladimir Putin talked about import substitution in the field of microelectronics.
Knowing his colleague’s “reverent attitude” to this topic, Lukashenko consulted on this matter with the specialists of “Integral” and “Planar“, which manufacture equipment and machines for the production of microcircuits and chips.
“Our enterprises are merging with Russian ones. I asked about defense, security, space. I asked: what should I say to the president of Russia? They told me that planes will fly. Missiles will fly. And about the 0.7 nanometer microchip they said – don’t worry , only one chip is needed. We do the rest,” said the Belarusian leader.

Science and microelectronics in Russia
“Tsarigrad” expert Denis Kuskov noted that, unlike Belarus, in Russia things are more complicated with microelectronics and research and development. The last productions, he says, were back in the 1980s. And, of course, we have noticeably sunk in this regard, and perhaps the joint movement of both sides will improve the situation.
“However, it is still not worth waiting for cardinal changes”, believes Kuskov.
“There are areas like the creation of chips, processors that are produced by AMD, Intel, Qualcomm for devices. It is impossible to make such processors in a year, two or even in five years, even if we throw all our experience there,” he explained.
“And the question is not how much money and effort to invest,” he said.
Although there is certainly a lot to learn from the Belarusians in this area. And the fact is that for the last thirty years we have been “hostages” of everything foreign.
“We thought we had a lot of money, we could buy everything. We bought Sapsani, hitting our own rail car factories. We eliminated the entire aviation industry to please Airbus and Boeing,” says the expert.
“It was the same in electronics. The base stations are not ours, the processors are not ours. Well, that’s all, completely. Therefore, unfortunately, we still have nothing to be happy about,” said the Tsarigrad interlocutor.
Speaking of other countries, Kuskov recalled Taiwan, where Russian “Baikal” and “Elbrus” processors for various data storage systems were produced. A year later, they failed to establish their production in Russia.
“It seems to me that this clearly gives an answer to how ready we are for the development of the industry in the country at the moment,” noted Kuskov.
Russia needs its own base
Host Nikita Komarov noted that until 2022, Russia was dependent on supplies from abroad. These productions were mainly located in Taiwan, the USA, Germany and China. And in connection with the sanctions, trade relations with some Western countries had to be limited.
The guest of the program in turn added that there is still no such production in Russia. The situation is further complicated by the fact that Russia is isolated from some other countries.
“We can continue to buy threads in China, no problem. Although we have Ivanovo, the city of brides. But if we take the strategic aspect of satellites… We don’t have enough satellites in orbit. We don’t have low-orbit cellular satellite communications. We don’t have our own base stations “, continues the expert.
“About three players in the supplier market have stopped development. Now they are trying to make fourth-generation equipment with the help of Rostech and a number of companies, which will be available in 2025. But by then, 5G will work in most countries. And we still won’t even get a whiff of it,” he continues.
“Therefore, there are strategic industries where it is not necessary for 100% of the components to be assembled in Russia. But we should have the opportunity to own the main complex that includes these base stations,” concluded Kuskov.
