“The shore should be free for lifeguards and SMURD”

A private operator from the Mamaia Nord-Năvodari area rented the strip of sand in front of the first row of sunbeds on the beach he manages. Apparently, the area is intended for tourists who want to place their sheets on the beach, and the places are rented for 200 lei / day, between 08: 30-20: 00.

In exchange for the 200 lei, the tourist does not benefit from an umbrella and can use a sheet of maximum 1.4 x 2 meters, and behind him the tourists will pay for two sunbeds with umbrella 150 lei first, 120 lei second and 100 lei in the third row. The “offer” for tourists with sheets is available at Marina Surf, the beach associated with a luxury real estate complex in Năvodari, on the border with Mamaia Nord and the club area.

Bogdan Bolaformer head of the Dobrogea Litoral Waters Basin Administration (ABADL) and former PNL deputy (currently in the Law Force led by Ludovic Orban), claims that removing the paid seats for sheets primarily from the beach is not only not normal but only to discourage tourists from coming with sheets on that beach.

• “It simply came to our notice then. You can ask for money for a service you offer – sunbed, umbrella, but access to the beach is and will always be free. You cannot force a citizen to pay for this right… because it is a right of any Romanian, regardless of whether the beach is rented by an operator or not. Such a poster is only meant to discourage those with sheets to put them in the area of ​​sunbeds, but there is no legal obligation of this kind “, the former head of Apele Române told G4Media.

On the other hand, Horia Constantinescu, the head of the National Authority for Consumer Protection, argues that the waterfront strip should be left free for emergency interventions, such as those of lifeguards or SMURD. Constantinescu explained, however, that it is difficult for both tourists and beach operators to understand the need for at least 5 meters of water to be left free for serious situations that may arise.

The head of Consumer Protection also told G4Media that the operators have the obligation to leave 30% of the beach space they manage unoccupied by sunbeds, for tourists who want to sunbathe on sheets. The area of ​​sheets should not be arranged behind the sunbeds but parallel to their area, so that tourists who do not want to rent sunbeds have the opportunity to take places close to the sea, Horia Constantinescu also explained for G4Media. He also said that inspectors frequently carry out checks on beach areas to check that operators comply with the 30% area for sheets.
