Yes, they are, for the consumer market.
There used to be many more manufacturers of GPU chips. Think of CirrusLogic, S3, Matrox, Ark Logic, Trident, TsengLabs, Oak Technologies, 3dfx, 3DLabs, Weitek, NumberNine etc.
But they have all been taken over, stopped, or started doing other things.
Nvidia now has an unhealthy high market share, AMD and Intel are much smaller players in the GPU market.
In my opinion, it is right that the various supervisors are on top of things.
