The declaration has been negotiated by Norway in collaboration with several other countries in the UN Security Council.

This is the first time the Security Council has managed to convene on a joint statement on the situation in Ukraine.

Russia is one of the permanent members of the Council and thus has a veto.

Russia also voted in favor of the declaration, which was adopted by all members of the council.

– Encouraging

Mona Juul, ambassador at Norway’s permanent delegation to the UN, and her Mexican counterpart Juan Ramón de la Fuente met the press in New York on Friday night Norwegian time.

The Mexican ambassador describes it as a cautious first step.

– I think it is encouraging to see that diplomacy gets its place in the Security Council, he says.

– It points in the right direction, he says.

– The needs and suffering of the Ukrainian people need maximum effort from the UN, Juul adds.

Full support

The short statement concentrates on the work of Secretary-General António Guterres and his peace work.

The Security Council expresses strong support for the Secretary – General’s work to find a peaceful solution.

Deep concern is expressed for the maintenance of peace and security in Ukraine, and it is emphasized that all member states have committed themselves to resolving disagreements by peaceful means.

Rejected motions for resolutions

The Security Council also asked Guterres to inform them of the situation in Ukraine within a reasonable time.

Shortly after it was adopted, Russia vetoed another resolution, according to NTB. This text condemned the invasion and demanded that Russia’s forces be withdrawn from Ukraine.

A journalist pointed out at the press conference that it took the Security Council over two months to gather around anything.

– Yes, I agree with that. It took us over two months, but you have to start one day, and I hope it is today, de la Fuente answers.
