The decision to locate the “postal and parcel businesses”, in its first phase, provides for the location of 14 postal businesses at a rate of 100%, with the exception of the cleaning and freight and unloading professions .

The decision aims to localize postal services and parcel transport, including the functions of providing delivery services via electronic platforms, parcel transport (local and international), parcel transport (local), express courier business, transport of mail and parcels by sack, activities for the receipt, delivery and transport of postal items and parcels, as well as the provision of post office management services, as well as the provision of processing and storage services for postal items and parcels and their redistribution, the provision of postal logistics services, private postal courier business, private mail business services and delivery of transactions, ordinary mail business, express delivery business and other postal business.

Interestingly, the previously issued decision provided for the localization of the professions of “executives” by 100% and “first-level positions for top management by 60%, which will come into force in early April 2023, while in the second phase , includes the localization of 70% of “second-level senior management” positions, which will come into effect from early October 2023.

The Ministry will provide a package of incentives and support related to supporting private sector institutions to assist them in hiring Saudis, including: support for the recruitment process and search for suitable workers, support for the necessary training and qualification process , employment assistance process and job stability for Saudis, plus the priority to benefit from all available location support programs at the system, support and employment programs through the Human Resources Development Fund “Godf” .

This decision is part of the cooperation of the Ministry of Human Resources and Social Development with the supervisory authorities represented at the Ministry of Transport and Logistics Services and the Transport Authority, in order to organize the Saudi labor market, develop it and increase its efficiency, to increase citizen participation in the private sector, provide more quality job opportunities, and achieve job stability.

The Ministry has published a guide explaining the details of the decision and the mechanism for its implementation. And he stressed the need for establishments to adhere to and comply with the implementation of the provisions of this decision, in order to avoid the legal sanctions that will be applied against offenders.
