A new maxi task force, an inter-ministerial European affairs committee, a political body, an executive committee made up of six managers. Here is the gigantic machine that will manage the 209 billion euros coming from Europe in the coming months to implement a recovery plan, the Recovery Fund. This was discussed during the meeting in Palazzo Chigi between Prime Minister Conte and two representatives from each majority party. Also present were the Ministers of Economy Roberto Gualtieri (Pd), of European Affairs Enzo Amendola (Pd) and the Undersecretary to the Prime Minister Riccardo Fraccaro (M5S). During the summit there were moments of tension on the European Stability Mechanism, with the 5 Star Movement profoundly opposed to its use in the health sector.
In the meantime, a structure is taking shape that includes a political body and a technical-executive body. The political body revolves around the CIAE, the Interministerial Committee for European Affairs, led by Minister Amendola (delegate for relations with Brussels) and has Prime Minister Conte and the ministers Gualtieri (Economy) and Patuanelli (Economic Development) as reference figures. The technical body will have an executive committee consisting of 6 managers, responsible for the objectives of the Recovery Fund, also with substitutive powers with respect to the implementing subjects, assisted by a task force of 300 people.
During the meeting, as has been said, the thorniest issue was also discussed, that of the Mes on which the positions within the majority are different. According to some background, the M5S would have proposed to write a majority resolution, to be voted in Parliament on December 9, to specify the fact that Italy will not resort to the Mes sanitary. “Our line is that the reform of the Mes is being discussed in Parliament and, in any case, it must be put in black and white that it will not be used”, let Adnkronos sources of the pentastellate government know. “But how do you, in the middle of the second wave, refuse the ESM billions? At this point we have updated to an upcoming summit, which will be convened after the briefing on Monday by Minister Gualtieri. The new meeting will serve to define the details of the majority position in view of the vote in Parliament scheduled for December 9th. The positions of the groups remain distant on whether to use the resources of the 36-37 billion euro health credit line. But this aspect will be the subject of a specific and in-depth further discussion among the political forces.
