The salary increase for civil servants will cost the City Council two million

Unlike public offices and trusted personnel of the Murcia City Council, municipal officials and employees will have the corresponding salary increase of 0.9% of the CPI, decreed for all people who work in the different administrations. In the case of the capital, this update of the payroll will mean an expense of two million for the municipal coffers, an amount that includes the expense of Social Security.

The chapter of Personnel in the local Administration reaches 144 million, of which 111 million is destined to defray the staff cost while another 25 million are for variable remuneration, 4 million for substitutions and accumulation of tasks and another 3.2 million for temporary municipal programs.

Last November, the representatives of the political groups of the City Council (PP, Cs, PSOE, Vox and Podemos) decided to freeze their salaries and donate those 25,000 euros to the Segura Food Bank to support their social work. On the other hand, the almost three thousand civil servants and public employees of the Murcian consistory will obtain their 0.9% payroll update, which represents an expense for the municipal coffers of two million with Social Security included, explains the Councilor for Economic Management, Eduardo Martínez Oliva.

The mayor acknowledges that at the moment the workers of the local Administration are not going to be paid the professional career or horizontal career despite the pre-agreement reached last year. “We have had a first meeting with the representatives of the workers, but there is still nothing concrete,” stressed the head of Economic Management of the consistory.

The pre-agreement was reached at a negotiation table held in December 2019 and is a claim that had been on the table for at least four years, but which has now remained in the background for now due to the loss of income that is suffering the public coffers by the coronavirus. The payment of the professional career will entail an expense for the City Council of almost ten million per year, so the intention of the local Administration was to implement it progressively, with the agreement of the unions that represent public employees, and that in each fiscal year raise a part to reach 100%.

The professional career is divided into different degrees depending, above all, on seniority. Thus, the officials who have been in the Administration for 30 years will have the six degrees, and therefore, will charge more money. The professional category of the employee is also taken into account. Those in group A1 and A2 will receive per grade around 1,050 euros per year, while those in lower categories will receive between 850 and 950 euros per grade.

The requirements to access the professional career are various. One of them is to have done 100 hours of training every five years and have a positive assessment of the respective heads of the workers on the performance of the job. This evaluation will be completed with a leadership report every five years, which will determine access to the next grade. That is, the officials will pass a kind of ITV in each exercise.
