It became known that the Government of the Russian Federation has approved new categories of “hardware”, which must be produced on the basis of domestic microprocessors in order to be considered Russian computer technology. Such equipment will be included in the register of Russian products under the Ministry of Industry and Trade, which is a guideline for government purchases for government agencies and state-owned companies.

The changes made affect laptops, tablets, desktop computers, all-in-ones, solid-state drives, motherboards, scanners, MFPs, printers, etc. Legislative changes come into force at different times for different product categories, but no later than January 1, 2022. It should be noted that from January 1, 2021, similar rules began to apply to data storage systems (DSS).
The source notes that the previous version of the electronics regulation allowed alternatives. Products could receive the status of Russian, either if they were built on the basis of domestic processors, or if the restrictions on the application of the percentage of foreign components to the price of goods were observed. In the new edition, the union “or” was replaced by “and”. This means that now Russian technology must be built on the basis of domestic processors while observing the established restrictions on the use of foreign components.
