China, Russia and Turkey also persecute dissidents abroad – with assassinations, kidnappings, internet attacks and search requests sent to Interpol. In Germany, Chinese police harass Uighurs; a Chechen was murdered by Russian agents in 2019.

One reason for the increase in so-called transnational repression is that opposition members are now mobilizing compatriots from abroad more effectively than ever before.
