Claude Palmero assure “that in addition to the management of the property of the princely family and those of the crown”he has “always been charged by the Prince with instilling, launching, coordinating and sometimes supervising projects of general interest”. And this, in areas as varied as “the media, radio and television frequencies, ports and airports, satellites or transport”.
It is “in this capacity” that he would have been interested in the Annonciade II. A real estate project which, for him, was an opportunity to put into practice a concept that the Prince’s former right-hand man would have never stopped defending: that of “the state-promoter”.
A small revolution in reality, aimed at giving the State control over the principal economic activity of the Principality.
For him, Annonciade II made it possible to “to constitute a true public developer, an arm of the Monegasque public authorities, in order to carry out this ambitious project, in complete independence from private developers”. Unlike Monegasque customs, the latter “would have been associated but without having control of the operation”.
“Maneuvers” and disgrace
And in Claude Palmero’s mind, this would have only been the beginning: “Subsequently, this public company of national real estate development and construction could have developed for the sole benefit of the general interest. While keeping at bay the powerful financial interests which tend to consider Monaco as their preserve…”
A wish that remained pious. The Annonciade II project remained at a standstill. “As usual, maneuvers to torpedo it have multiplied on the part of these private interests and their relays”assures the Prince’s ex-accountant, who claims to have simply tried “to stem these actions essentially motivated by private agendas as well as… greed and cupidity”.
Claude Palmero does not hesitate to point to these same powerful real estate interests to explain his sudden disgrace with the Prince, in June 2023.
