The political July turned out to be an extremely dramatic month for Bulgaria. The parliamentary season ended with many shocks and twists. However, a large part of them were long noticed, commented on and predicted by the “Ivan Hadjiyski” institute: striving to “reduce” the reforms; skepticism of political players towards the presidential referendum; rapprochement GERB – DPS; GERB’s steps towards limiting the space of RB; an emerging divide between pro-GERD and more critical GERD reformers; left-wing radicalism in BSP messages, etc.
“In the big and fast political exchange of recent weeks, the president has been embarrassed, and it is not clear whether he got anything in the way of a promise or consolation. Maya Manolova obviously got something. But he got the most DPS,” the experts note.
According to them, the GERB-DPS-RB triangle has changed its geometry in favor of the DPS without Boyko Borisov‘s party losing its leading role. This, it is clear from the text, is a very good starting position for the people of Lutvi Mestan before the difficult negotiations for the presidential elections. The “right turn” of the DPS has been taken – as the “Ivan Hadjiyski” institute predicted long ago.
“DPS did not allow RB to establish itself as the “western”, “preferred” partner of GERB in governance. Both formations stand out as equally “Western”, which completely narrowed the field of the campaign against the DPS as representatives of the local oligarchy and the ties with Russia”, states the analysis published under the editorship of Prof. Petar-Emil Mitev.
According to the “Ivan Hadjiyski” institute, both the anti-corruption legislation and the changes in the law on judicial power become dependent on the opinion of the DPS as the guardian of the “constitutional consensus”. Experts point out that the GERBs have clearly shown the DSB that they will not allow them to dictate the management’s agenda.
It is also noted that Radan Kanev’s party met the resistance of the DBG and SDS within the Reform Bloc because of the talk of “renegotiation of the management”.
In the last month, the leading reforms (of Hristo Ivanov in justice, of Petar Moskov in health care and of Ivaylo Kalfin in the social sphere) have been divided by their opposition to other ideas – often by representatives of GERB. Thus, Prime Minister Boyko Borisov has been given the opportunity to present himself as a unifier and engine of legislative changes, analysts report.
Against the background of the regrouping in the ruling majority, the BSP is moving towards the national-patriotic niche, notes the “Ivan Hadjiyski” institute. The nomination of Mihail Mirchev for mayor of Sofia is given as an example of this.
According to analysts, the local elections will show whether this course will isolate the BSP. ABV, at the same time, is waiting for either the complete marginalization of the traditional left, or its attraction into the orbit of Georgi Parvanov in case of failure of the local vote and on the eve of the presidential election.
