“The Resources of the Mental Health Fund: Understanding the Psychiatric Patient Care Law”

The Psychiatric Patient Care Law specifies the resources of the mental health fund to be formed under this law, as follows:

The fund’s resources consist of:

1- What may be allocated to the fund from the state’s general budget, according to the financing section of the funds and accounts of the unified treasury account.

2- Fees for registering mental health facilities in the records of the Regional Council for Mental Health, with a maximum limit of (thirty thousand pounds) for each facility, to be paid in cash or by one of the electronic payment methods.

3- A decision shall be issued by the Minister concerned with health according to the number of the facility’s beds, and the executive regulations of this law shall determine the necessary conditions and procedures in this regard.

4- The proceeds of the mental health stamps due for the issuance of certificates and medical reports, which are determined by a decision of the Minister concerned with health, at the rate of (30 pounds) for the certificate or report.

5- What is paid for admission to treatment in mental health facilities, which is determined by a decision of the Minister concerned with health at the rate of one hundred and fifty pounds, to be paid by the facility in cash or by one of the electronic payment methods for each admission case.

6- Gifts, bequests, and donations accepted by the Fund’s Board of Directors, and disbursement is made from this proceeds for the following purposes:

40% for independent evaluation procedures.

30% for training.

10% for conducting awareness campaigns about mental health in the community.

10% to support patients’ rights committees.

5% for attendance allowances for members of mental health councils.

5% incentives for mental health workers.
