The amendments made today to the Cabinet of Ministers “Epidemiological Safety Measures to Limit the Spread of Covid-19 Infection” envisage that from 1 August all persons who come to Latvia to perform work duties from countries with a high incidence, including cultural workers, must perform two Covid-19 analyzes. with an interval of 5-7 days.

The new procedure stipulates that foreigners will have to take the Covid-19 test before starting work.

This means that a person will have to be in self-isolation until he / she receives a negative result of the analysis and only then will he / she be able to go to perform work duties.

However, on the fifth to seventh day after leaving the country subject to the precautionary measures, the test will have to be repeated a second time, as Covid-19 infection may be detected later.

At present, foreigners, including cultural workers, who come from countries subject to special precautionary and restrictive measures, were able to carry out their work duties without first being in self-isolation for 14 days. These are persons who have received a permit from the Latvian Investment and Development Agency or enter Latvia by an order of the Minister of Culture.

A large number of new infections are related to infections from migrants, and the number of cases related to migrant workers is increasing.

In the period from June 22 to the present, 28% of Covid-19 cases are related to immigrants in Latvia. Thus, the annotation concludes that in order not to expose other employees of the company to the risk of infection, it is necessary to ensure early detection of infections.

The state will pay for these analyzes if taxes are paid for a person in Latvia, while in other cases the costs will be covered by the person or organizer who has invited the guest artist. For example, the Ministry of Culture is not expected to cover the costs of a cultural worker invited from abroad. They will be covered by the event organizers or the person himself by mutual agreement.
