The “Representative Forces” finally accept an exceptional bonus for employees and an increase in pensions

The Staff Committee of the House of Representatives, chaired by Representative Adel Abdel-Fadil Ayyad, approved, at its meeting today, a bill presented by the government defining an exceptional cost of living allowance for employees governed by civil service law and workers not affected by it, and a report for an exceptional grant for workers of public sector companies and the public enterprise sector and the award of an exceptional grant to pensioners or their beneficiaries.

The Manpower Committee has recommended that the government provide it with executive decisions that will be issued by the relevant ministers to implement the provisions of this law, by November 10, especially as regards the public enterprise sector.

The text of the bill after approval is as follows:

(Item one)

Employees who are recipients of the provisions of the Civil Service Law promulgated by Law no. 81 of 2016, and to workers who are not consulted by it, an exceptional allowance for the cost of living of 300 lire / month is recognized. Beneficiaries of this allowance among employees or workers subsequent to the date of entry into force of this law, for each of them, depending on the case, complementary or variable wages.

(second argument)

In application of the provisions of Article 1 of this law, employees and workers in the State are understood to be permanent and temporary employees and workers with global remuneration, and those with public offices and permanent relationships within the Arab Republic of Egypt. whose financial allocations are included in the balance sheet and whose labor affairs are regulated by special laws or regulations, as well as the workers of public service bodies and economic public bodies.

(Article three)

Public sector companies and public sector companies give their employees an exceptional grant, paid monthly from their budget, of £ 300, and this grant is not included in the basic salary.

And in cases where the total of what the worker receives in the companies referred to in the first paragraph of this article of the basic salary, bonuses and allowances of all kinds, occasions and other fixed and semi-fixed items of the salary inclusive of the worker, whatever his name, is less than 3000 lire per month after the application of the exceptional allowance provided for in the first paragraph. From this article, the worker’s income is increased monthly, equal to the difference between the total amount he receives and the amount of 3000 lire.

(Article four)

Retirees or their beneficiaries are awarded an exceptional grant of £ 300 per month on the date of entry into force of this law.

The public treasury of the State is obliged to bear the costs of implementing the provisions of the first paragraph of this article, and includes the annual premium provided for by article 111 of the law on social insurance and pensions promulgated by law no. 148 of 2019, in light of the provision of article 112 of the same.

A decision is issued by the head of the National Social Security Organization with the modalities of implementation of the provisions of the first paragraph of this article.

The provision of the first paragraph of this article applies to pensioners or their beneficiaries on the date of entry into force of this law, to whom the provisions of the law on pension, insurance and pensions of the armed forces are referred to as promulgated by law no. 90 of 1975.

(Article Five)

It is not allowed to combine the indemnity provided for in article 1 of this law, or the subsidy provided for in article 3 of the same, and the exceptional pension allowance due to the self-employed worker according to the provisions of article 4 of the same, taking into account I note the following:

1- If the worker’s age is less than the age prescribed for the termination of service, he is entitled to an exceptional allowance for the cost of living.

2- If the worker has reached the age set for the termination of service, he is entitled to an extraordinary pension.

(Article six)

The Minister of Finance issues the decisions necessary for the implementation of the provisions of this law, and the ministers, each within its jurisdiction, issues the decisions necessary for the implementation of the provisions of article three of this law.

(Article seven)

This law will be published in the Official Gazette and will enter into force from 1 November 2022.
