The reorganization of the PSC after achieving the triple crown of La Moncloa, Generalitat and Barcelona

The PSC has achieved the triple crown after the last electoral cycle. It governs the Spanish Statewith the minister Jordi Hereu within the Council of Ministers; governs the Generalitat with a single-color socialist executive led by President Illa; and in addition alone governs the City Council of Barcelona, Tarragona and Lleidabeing the winner of the municipal elections throughout the country. And it should be mentioned that he governs the Provincial Councils of Barcelona, Lleida and Girona and it worked winner of the European elections in Catalonia. Meanwhile, its most direct Catalan rival, Junts per Catalunya, has the Provincial Council of Girona and Sant Cugat del Vallès City Council as the main levels of power, despite improving results in the parliamentary elections, being key in Spanish governance and having won the elections in Barcelona.

The fact is that the Catalan socialists have had to reorganize over the last few months, especially with the entry of the PSC into the Government of the Generalitat. And it is that 6 of the 16 councilors of the Executive Council of Salvador Illa are part of the executive of the PSC. they are Núria Parlon, Alicia Romero, Eva Menor, Esther Niubò, Sílvia Paneque and Óscar Ordeigin addition to President Illa as first secretary of the Catalan Socialists. In fact, the Secretary of the Government is also part of the executive of the PSC, Javier Villamayor. Likewise, the sub-government of the new executive is made up of several mayors and municipal officials, in addition to which the socialist parliamentary group had to be reorganized after the passage of some deputies, such as Illa himself, to the Government.

Reorganization in the party

Last March, the PSC held its own 15th national congress. It was calm and with the intention of ratifying Salvador Illa as the undisputed leader of the Catalan socialists. However, there were some changes, such as the increase in power of the current president of the Diputació de Barcelona and mayoress of Sant Boi de Llobregat, Luisa Moret, as number two of the party, assuming the deputy first secretary, or also the step of Núria Parlon as the party’s new spokesperson, replacingElia Tortolero. Since Parlon has been appointed Minister of the Interior, she will have to leave the position of spokesperson for the PSC. In fact, this was already staged in the press conference this Monday, when it appeared Lluïsa Moret to explain everything that had been discussed in the executive that day. The new spokeswoman is unknown, although it could be Moret herself. In any case, a PSC National Council at the end of September will decide on the new visible face of the party.

Together with Moret, the PSC maintains as strong men the secretary of Organization and Electoral Action, Jose Luis Jimenoand the secretary of Municipal Policy, Implementation and Territory, Joaquin Fernandez. Last March, Miquel Iceta was ratified in an honorary position such as the presidency, together with the former mayoress of L’Hospitalet, Núria Marínwho continues as vice president.

Mandatory changes in Parliament

The PSC has also been forced to make changes within the parliamentary group. In recent years, Salvador Illa and Alicia Romero have teamed up as visible faces of the main opposition group. Now, within the Government, the deputies are gaining weight Ferran Pedret and Elena Díazwho will be the new president and the new spokeswoman for the Catalan Socialists in Parliament. Both, who are part of the executive, gain weight within the party.

But the reshaping of the leadership of the PSC parliamentary group does not stop here. so far, Esther Niubó and Raúl Moreno they were the deputy spokespersons of the parliamentary groups. With their appointments as new Minister of Education and Secretary General of Social Rights and Inclusion, respectively, the PSC has decided to place the deputies Jordi Riba i Sara Jaurrieta as new deputy spokespersons. Meanwhile, Imma Ferret, Alberto Bondesio, Rocio Garcia, David Gonzalez i Eva Candela they will occupy other positions within the direction of training in the Parliament.

In addition, Raúl Moreno and Pol Gibert they have had to resign from the act of deputy because they have been appointed secretary general of the Ministry of Social Rights and secretary general of the Ministry of Business respectively. This is in addition to the already known appointments of deputies David Perez, Rosa Maria Ibarra and Judith Alcala as members of the Bureau of the Parliament.

From the municipal world to the Government and the ‘sub-government’

There are several councilors who have left their municipal positions to be part of the new executive council. This has forced the PSC to seek relief from each of them. There are several councils that have ‘lost’ their mayor because he has joined the Government, such as Pineda de Mar, Palafurgell, Santa Coloma de Gramenet or Esparraguera.

In the case of Santa Coloma de Gramenet, its former mayor, Núria Parlonwhen she was appointed Minister of the Interior, she had to leave the position of butler after fifteen years. His substitute was the socialist councilor Mireia Gonzalez. In fact, Parlon has also taken his deputy mayor from Santa Coloma Esteve Serrano as chief of staff and the former director of Citizen Security, Public Space and Environment of the council, Thomas Carrionas Secretary General of the Department.

Until now the mayor of Pineda de Mar, a position he held since 2007, Xavier Amor, he has been appointed secretary of local governments and relations with Aran in the Department of the Presidency. His replacement at the head of the Pineda council will be the councilor and until now right hand, Silvia Biosca. In the case of the Department of Economy, the appointment of the current mayor of Palafrugell has been approved July Fernandez Iruela. His replacement will be the current Second Lieutenant of the mayor’s office, Laura Millan. At the same time, until recently mayor of Esparreguera and former president of the Federation of Municipalities of Catalonia, Eduard Rivashas been appointed as President Illa’s new chief of staff. Their substitutes are John Jury at the head of the municipality of Baix Llobregat and David Bote at the head of the Federation.

However, there have been other councilors who have left their municipal position. An example is that of the Presidency, Albert Dalmauwho until now was the manager of the Barcelona City Council and who will be replaced by Laia Claverol. She has also left her municipal functions, already exported from the PSC in Girona and current Minister of Territory, Housing and Ecological Transition, Silvia Paneque. The winner of the last municipal elections in Girona will be replaced by Beatriz Esporrin. The head of Sports has also resigned from his municipal position, Berni Alvarezwho held the office of Sports in the municipal government of Tarragona from Ruben Viñuales.
