In the heart of the city of Chartres, 46% of residents are private tenants. From September 1, landlords will need to obtain a rental permit from the City of Chartres if they wish to continue to rent their property.
How it works ?
The owner must file a request for prior authorization for rental at the town hall. If it is deemed admissible, he can rent out his accommodation. “The request is free and the management of the file is processed within a month”, specifies the City.

For the moment, the lessor does not have to apply for a rental permit if his dwelling is already occupied by a tenant. “When he leaves, he will have to ask for it. Then will have to do it every two years”, specifies, Wednesday, Karine Dorange, assistant to the mayor in charge of town planning and works.
What are the objectives ?
Karine Dorange develops:
“The objective of the device is, initially, to fight against unworthy housing rented out by slum landlords and owners who are unaware of the legislation in force. For the City, it is also a means of having a better knowledge of the state of the private stock and, thus, being able to allow the improvement of the state of the heritage of this rental stock by launching real estate restorations. »

To obtain his rental permit, the owner must ensure that the rental accommodation respects a living area of at least 9 m² with a ceiling height greater than two meters twenty. He must ensure that the ventilation is adequate, that the heating system works and that the electrical outlets and switches are correctly positioned. “We ensure compliance, safety, decency and comfort,” continue the deputy mayors.
How will this be controlled?
The Municipal Hygiene and Health Service (SCHS) is responsible for carrying out visits and processing rental permit applications. “To do this, we hired two people,” adds Karine Dorange.
What geographical area is affected?
Jean-François Plaze, Deputy Mayor and Head of the Cœur-de-Ville project, announces:

What are the consequences if the owner refuses or forgets?
“If, during the processing of the file and after our control visit, we realize that something is wrong and that the rental permit cannot be granted, we go to court. A legal expert carries out a control visit with the owner, we obtain a danger order, we close the building and we relocate people in decent conditions while waiting for the end of the work, ”summarizes Karine Dorange.
