The mayor believes that if the village of Shumen becomes Kaspichan, it will be better financed, but the local people are divided on the issue.
The referendum in the village of Madara ended with turnout of about 42 percent at 8 pm, BTA reported.
A referendum is considered valid when 50% of the people registered as voters take part in it.
To the question: “Do you agree to separate the village of Madara from the municipality of Shoumen and to join the neighboring municipality of Kaspichan?” answered 381 of the residents of the settlement, entitled to vote. This was announced by the Municipal Election Commission / MEC /.
Two polling stations – in the Primary School “Panayot Volov” in Madara, were formed by order of the mayor of Shumen Lyubomir Hristov for the poll. More than 900 residents of the settlement could exercise their right to vote in them until 20.00.
According to the Initiative Committee for the referendum and its main organizer – the mayor of Madara Nedelcho Nedelchev, if the village administratively passes to the municipality of Kaspichan will be better funded and will be able to have its own budget.
However, most of the locals with whom a BTA reporter spoke today were divided, and others said nothing would change and the village would remain poor, with many problems to resolve, whether or not it would join the Kaspichan municipality. Residents of Madara recalled that in 2000 it was decided to move the village to administrative management in the municipality of Shoumen and expressed bewilderment and dissatisfaction with the current referendum. Other locals said their GPs are in Shumen, there is a hospital there, most of them work in the regional town and there is transport to there, unlike Kaspichan.
The Municipality of Shoumen allocates BGN 14,550 from its budget for conducting the survey.
