There were three heads of state who were absent G20 summit from Bali on 15-16 November 2022.

For example, Russian President Vladimir Putin, who according to Luhut was unable to attend due to internal problems to be resolved.
Meanwhile, Brazilian President Jair Bolsonaro, Luhut said, was still in a period of transition after the election some time ago.
Brazil’s election results won former President Luiz Inacio Lula da Silva. Luiz narrowly won over Bolsonaro with 50.9% of the votes each against 49.1%.
“Since Brazil has just finished its elections, they cannot participate due to transition issues,” Luhut said.
Another leader who was unable to attend was Mexican President Andres Manuel Lopez Obrador. Luhut said Mexico’s president has never left his country.
“As far as I know, the president of Mexico has never left Mexico. So, they are three leaders who will not be there [dalam G20],” said Luhut, who is also the coordinating minister for maritime affairs and investment.
Luhut said 17 heads of state would attend the event. They will start arriving in Bali tonight.
“I think there are 17 leaders who will arrive here starting tomorrow night,” Luhut said.
Of the dozens of state leaders said to be attending, two of them are US President Joe Biden and Chinese President Xi Jinping.
“I am happy that the presidents of America and China will be here and we will see what happens. I hope something happens at the Bali meeting,” he said.
