The public service adopts a first plan on occupational health

Five axes, 16 objectives and 36 measures. The first Occupational Health Plan (PST) for the public service was presented on Monday March 14 by the ministry, which hopes to make up for the delay accumulated in this area on the private sector.

While the private sector is already in its fourth PST, the 5.7 million public officials did not have until now a reference framework for occupational health. A gap corrected by the document published Monday: it provides for training actions, the collection of data on health and safety at work, or even the improvement of the attractiveness of occupational doctor positions.

Scheduled to cover the period 2022-2025, this Occupational Health Plan “aims to initiate a new dynamic for the next four years in order to sustainably improve the prevention of occupational risks” in the three aspects of the public service (State, territorial and hospital), according to the final document.

The challenges of this plan are the transformations of our management methods and our working groups, with, of course, the major objective of attracting the public service and retaining its agents.

The question of the implementation of this plan by public employers still arises acutely. “From a framework agreement, the PST has become a simple consultation, which is far from being ‘taxable’ on public employers”, contrary to an agreement resulting from a negotiation, regret the CGT, Force Ouvrière, the FSU and Solidaires in a joint declaration.

The four organizations, which left the meeting concluding the consultation on Monday, deplore a plan “devoid of any ambition” and without “no way” devoted to its implementation. The ministry confirms that the PST has not been given a specific budget or staff. “The money, we have rather put it on regulatory measures” relating to health at work, such as the future (partial) assumption by the State of the supplementary health costs of its agents, specifies the ministry.
