The MR and the Engagés also tried to block the reform earlier in the debates by requesting referral to the Council of State within thirty days, for an opinion on the reform of the Landscape decree. This procedure usually suspends the examination of the proposed decree in plenary session, unless the majority of elected officials request an exception to this suspension. This is what happened: PS and Ecolo decided to go through with it without the advice of the Council of State, supported by the PTB.
The head of the MR group in the Parliament of the WB Federation, Diana Nikolic, castigated the attitude of her majority partners: “This Thursday, April 25, PS and Ecolo, with the support of the PTB, refused to vote on requesting the opinion of the Council of State. It’s completely crazy, we’ve never worked like this. This text, according to many constitutionalists, university professors and observers, creates big legal risks and they refuse to seek the opinion of the legislation section of the Council of State“.
The text was finally submitted to a vote by the parliamentary assembly and it was adopted this Friday morning. The PS deputy of the WB Federation Parliament Martin Casier did not hide his satisfaction at the end of the vote, while regretting the “attempts to obstruct the MR“: “This is the end of a file. Teachers, assistants and students will be able to have very clear information and adapt to that. And for students, that means that the rules are known before their exam session. That was our goal“, said the MP.
The non-binding opinion of the Council of State is also eagerly awaited since it could unravel – or not – the amendments voted on this Friday, April 26.
