On Tuesday, in the 28th ordinary session of the year, the document providing for the Provincial Collective Labor Agreement (CCT extension), an initiative promoted by Governor Omar Gutiérrez. Furthermore, the preferential motion was approved to deal with the tariff system for the personnel of the control bodies.
The two initiatives were referred to the Legislation and Labor Affairs (I), Constitutional Affairs and Justice (A) and Finance and Budget, Accounts and Public Works (B) Commissions. The documents have assumed parliamentary status and will be discussed in the House this week.
A few days ago the Chamber approved the extension of the 51st ordinary legislature to be able to deal with the CCT extension before the end of the year and so that the document complies with the treatment in each commission.
By signing the document, The province of Neuquén will be the first to have its state workers under this regime, through a law that guarantees every employee of the public administration the benefits of licenses, categories, promotions, among others.
In this sense, the legislation establishes, among other things, the regulation of admission to the state system, administrative career, job stability and establishes notions regarding equal, ordinary and extraordinary leave for employees.
In the CCT extension a new regime envisaged by law 3358 is introduced to adapt parental leave to the new family structures and recognizing cases due to risky pregnancies and fertilization treatments, among other aspects.
The head Neuquino had indicated that every modern collective agreement brings with it a strengthening of workers’ rights and this will be valid for those of the “generally centralized and decentralized public administration”.
Treatment and possible sanction
The authorities said they hope to meet the body this Wednesday from 10pm to discuss the CCT’s plans generally and the scale regime for the staff of the supervisory bodies. They plan to especially treat them at 00 hours and sanction them.
