This was stated before the BNR by the chairman of the BSP, Mihail Mikov. He gave an example with the proposal that each panel of the court could appeal to the Supreme Court. “There are 113-115 district courts in Bulgaria, in which there are many panels, and when each panel begins to appeal to the Supreme Court, imagine how long it will take for the administration of justice and what would happen if, in various cases, a contradictory practice is created that replaces the Constitutional a court that is not a court of cassation”, explained the leader of the socialists. Regarding the proposal of the DPS, communicated by Radan Kanev, to ask the SC whether it is possible to divide the SSC into two quotas, Mikov replied that this discussion has been going on for several months, but for Kanev it may be new. According to him, this question will not replace the substantive questions – do these proposals give citizens a guarantee that we will have a faster, fairer, more accessible process, or is it a question of some kind of rearrangement of the cards. The chairman of the BSP recalled that a month ago the deadlines for the preliminary investigation were extended, which is not a move in the direction that the citizens expect. According to him, sufficient guarantees must be given in the relations between the prosecutor’s office and the court; about the relations for distribution of cases, about the accessibility of justice, related to the extreme property differences and inequalities in Bulgarian society. “These are the big problems that are worth discussing and there are enough legal, budgetary and tax mechanisms to achieve them and only then proceed with the necessary changes if the Constitution prevents us. The easiest thing is to change the laws, the more difficult thing is to implement them”, said the leader of the left.
When asked where the initiators of these changes went wrong, Mikov answered that during these months there should have been changes in the laws, there should have been a responsible discussion that would analyze the state of the pre-trial proceedings, the court phase, the state of the indictment and based on this to propose changes in the laws. “BSP will not support the project to change the Constitution”, he was categorical.
Mihail Mikov defined the changes made by the rulers in other spheres as a hardening of right-wing, neoliberal decisions in social security, health care, and education, which were laid down at the end of the nineties and the beginning of the new century. He emphasized that against each of them alternatives were sounded from the parliamentary rostrum as proposals of the left.

Mihail Mikov stated that the BSP is the only party that considers the upcoming local elections as political and not as simple arithmetic and deals behind the voter’s back. According to him, that is why the party adopted the leftist standards and model of a leftist platform at its congress, so that anyone who applies to the people can outline with his signature and with his election campaign what the BSP understands as leftist politics at the local level. Mikov gave an example of the two Sofias – the shiny center and the periphery, where there is no cultural infrastructure, and where 200-300 thousand people live. He continued that there the community centers are located in residential blocks and for 25 years, with the billion dollar budgets, the administration of the capital has not found an opportunity to build a cultural center or a sports hall. “The right-wing politics that gave away kindergartens for construction is exhausted,” Mikov was categorical.
