With the year just begun Oscar Perez (Luarca, 1989) already has a long list of objectives and tasks to undertake in the council. The socialist trusts that the opposition will support the budgets drawn up by his team, which governs in the minority, in addition to carrying out projects such as the expansion of the Barcia-Almuña polygon, promoting the Gil Parrondo House of Culture in the old Goya Cinema and having the path of Las Pizarras, among others.
– Will the Valdesanos be able to enjoy the new Gil Parrondo House of Culture in the space of the old Goya Cinema before the end of this term?
-The Goya Cinema is a bottomless pit. After having spent two million euros there is nothing. Now it is up to this government team to decide what to do. The council of Valdés has hit many mistakes with this matter. In 2021, the project for the new Gil Parrondo House of Culture will be designed at the Goya Cinema, but it is impossible for it to be a reality in this legislature.
-Thanks to the rapid action of the City Council, the granary of La Regalina is safe.
-The City Council has an agility to do things that the Principality does not have. I do not know the limitations that they have, but I was not willing to see a symbol of this council fall down a ravine. Economically it has been expensive (36,000 euros), but if it had fallen off the cliff the operation would have been more expensive. It would have fallen to a blue flag beach and we should have found a solution to remove the remains. In addition, it has a sentimental value that only Valdesanos know.
-The renewal of the electrical network is a pending issue in the entire council. What is the current situation?
-We have a serious problem with the electrical system, it is very old and gives many problems. In addition, we only have a team of two electricians for 350 kilometers of territory in which there are 7,800 points of light. We have to move towards a more sustainable energy system and also reduce the electricity bill. The idea is to start modernizing the system in 2022.
-In 2019 the beaches of Luarca were closed to the bathroom due to the quality of its waters.
-We are waiting for a new evaluation of the waters. All the analyzes that were made last year came out well thanks to the new sanitation that has been carried out at the points where there had been discharges into the river, such as the Amelia Theater crossing and García Prieto street. The illegal dump next to the Luarca Fire Station was also eliminated and now, this year, we are going to renew the Las Arroxinas sanitation system; an action included in the 500,000 euros that we will allocate to the comprehensive rehabilitation of the neighborhood.
-Sanitation in other parts of the council is deficient.
-There is a project in the Principality of Asturias to clean up Trevías. Still pending are Busto, El Chano, Canero and the Otur parish, whose projects depend on the Government of Spain. These are projects that these administrations have to undertake and that range from 5 to 10 million euros. We have claimed Trevías as a priority, because it is an urban area and because the discharges go to the Esva River and being integrated into the Natura 2000 Network.
-Are you going to continue with the beautification of the urban area?
-We will continue to modernize the sidewalks of Avenida de Galicia de Luarca and the ones on the right bank of Trevías will be changed towards La Espina. In addition, we want to place a letter in the port that says ‘Luarca’ and we will continue to change the furniture: benches, wastebaskets, container covers … Another of the projects on the table is to provide lighting from below to the historic buildings by the nights.
-What analysis do you make of the local and regional business fabric?
-We have reactivated the business center, which had been closed for a decade, thanks to an agreement with the Oviedo Chamber of Commerce. These are very slow processes, but we want to start expanding the Barcia-Almuña industrial estate from 2022; it remains small and companies are giving heights to their ships.
-On the other hand, they are negotiating the purchase of the Jardines de la Fonte Baxa.
-One of the objectives of this year is to negotiate and close the purchase of the Jardines de la Fonte Baxa. If it were not the purchase in its entirety, at least an important part. The purchase of the house, we discard it.
-The Luis Ochoa de Albornoz nursery school has a waiting list. How will they respond to the demand?
-There are 39 students enrolled and 13 families on the waiting list. We will design a project to expand or build a new nursery school. At the bottom of the Padre Galo Public School, only three more children would enter. Its extension could be possible at Ramón Muñoz or at the San Miguel public school in Trevías. If not in those educational centers, we would have to find a land for construction.
-When will there be high-speed internet throughout the council?
-During this year, the deployment of fiber optics will reach 90% of the population centers. Right now he is going at a good pace to achieve it. This is very important to be able to establish population in the region.
-When he took up the baton, he set himself the goal of improving the road network. How has progress been made in the matter?
-In a year and a half we have already invested 1.7 million euros. We aspire for this fourth Rural Investment Plan to reach 1.5 million euros to continue updating the infrastructure of the towns.
-When will the Las Pizarras path be ready?
-It will have two tours and we want it to be ready before summer. This week begins the clearing of the long route, the coastal part of the path. A section that will start from Playa Tercera to Punta Muyeres, passing through San Martín and El Chano and will connect resources such as the Ethnographic Museum and the Parque de la Vida. In this first phase, the path will be made and then the mud will be removed to fill and divert the water with natural means, outlining the slopes.
