The Problem with Nagorno-Karabakh Autonomy in Peace Negotiations Between Armenia and Azerbaijan

“The very first (problem – ed.), of course, is Nagorno-Karabakh itself,” he said.

The expert stressed that Armenian Prime Minister Nikol Pashinyan announced his readiness to recognize Nagorno-Karabakh as part of Azerbaijan, but this causes a problem with the local population.

“Baku excludes political and even cultural autonomy. Under such conditions, the Karabakh Armenians will not support the peace treaty,” he said.

According to Voitasevich, people living in Karabakh are afraid of revenge and that their homes will be handed over to Azerbaijanis who were forced to flee the war decades ago. And if Baku does not take any steps in terms of autonomy, then the Karabakh Armenians will constantly be against the peace treaty.

The second problem is the road to Nakhichevan. In particular, where it will be located. The Armenian authorities want the road to pass through the territory of the country, while Azerbaijan insists on the border between Armenia and Iran. The latter opposes this as it could complicate his economic ties with Yerevan.

In addition, Yerevan and Baku also have disagreements over control. Armenia wants to implement it on its own, Azerbaijan – on its own and the forces of Russian “peacekeepers”.

“Armenia says that in this way it will lose control over part of its territory. There is no trust between them, and many fear that the parties will deceive each other. Therefore, it takes a long time for them to agree. And yesterday’s meeting in Moldova showed that so far Unfortunately, no agreement is obtained,” the expert said.

At the same time, he stressed that one should not forget about the interests of Russia, which seeks to maintain influence on Nagorno-Karabakh and will not leave the peace process at the mercy of the West.

The conflict over Nagorno-Karabakh

The war for Nagorno-Karabakh has been going on for more than 30 years. During the collapse of the Soviet Union, its territory as part of the Azerbaijan SSR was predominantly inhabited by Armenians. In 1991, with the support of Armenia, the region proclaimed “independence” and called itself the Nagorno-Karabakh Republic.

In April, representatives of Yerevan and Baku held a new round of talks in the United States. In mid-May, the parties agreed to resume negotiations on the delimitation of borders and the normalization of relations between the countries.

And in May, Pashinyan announced his readiness to recognize the territory of Azerbaijan with an area of 86,600 square meters. km, including Nagorno-Karabakh.
