“Rogue contractors can ask for advances from builders, who pocket them and then go bankrupt and just start over,” he says. “The receivers do file complaints against such practices, but the public prosecutor’s office rarely proceeds with prosecutions: presumably because these matters are not a priority or because they are understaffed.”
