“The President of the Republic of Poland, Andrzej Duda, submitted to the Constitutional Tribunal, in the course of post-control, a request to examine the constitutionality of the Act of February 22, 2024 amending the Act on the National Oncology Network,” the Chancellery of the President announced on Friday.
In the application made available by the KPRP, the president refers to doubts that “result from the actions of the Speaker of the Sejm related to the declaration of the expiry of the mandates of MPs Mariusz Kamiński and Maciej Wąsik.”

Andrzej Duda announced that he would refer any bill passed by the Sejm without the participation of Mariusz Kamiński and Maciej Wąsik to the Constitutional Tribunal. The president pardoned them in 2015. At the end of January this year. he did it again.
Because Kamiński and Wąsik stayed in December last year. sentenced by a final judgment to two years of imprisonment, the Speaker of the Sejm, Szymon Hołownia, expired their parliamentary mandates. The case went to the Supreme Court, which issued two contradictory decisions. The president is of the opinion that Kamiński and Wąsik are still MPs because they were pardoned by him.
What is the National Oncology Network?
The National Oncological Network (KSO) is introducing a new model for organizing and managing oncological care. Its priority is to provide every patient, regardless of where they live, with comprehensive care based on the same standards and high quality.
KSO is one of the most important initiatives of the National Oncology Strategy, whose budget for 2020-2030 is PLN 5.2 billion. According to the Prime Minister’s Office, expenditure on oncology has more than doubled – from PLN 7.1 billion in 2015 to PLN 15.5 billion in 2022.
