/ world today news/ As five years ago, as today, I am of the position that in the conditions of a clash of geopolitical interests and a growing confrontation in our region, the role of the head of state is not to exalt concerns and point out an enemy, but to facilitate to resolve the crises with the mechanisms of the unions in which we are members. These crises do not have a military solution, but require dialogue and diplomatic efforts for de-escalation. This was stated by the Head of State, Rumen Radev, in his address to the people and the National Assembly, after he and Iliana Yotova were sworn in before the 47th Parliament for a second term as President and Vice President.
Rumen Rade pointed out that the main task of state policy is to guarantee security in a world saturated with the dynamics of geopolitical processes and the complex nature of risks and threats. “That’s why the development of the armed forces has always been a top priority in my role as commander-in-chief,” added the president. He pointed to the need for a common understanding that the state leadership’s commitment to defense does not end with major modernization projects. “Modernization is a continuous process of building modern defense capabilities with a focus on the people in the army, on innovation and new technologies,” said Rumen Radev. He emphasized that the development of capabilities and interoperability is not only an allied duty, but above all a supreme responsibility towards the security of the Motherland. “With better preparation and political will, industrial cooperation contracts can provide better opportunities for both the armed forces and the economy – and in the field of high technologies,” added the head of state
The President noted that during his entire mandate, he and Vice President Iliyana Yotova upheld the belief that Bulgaria should pursue a proactive foreign policy, unwaveringly following the national interest. “The balanced and pragmatic approach, the reasoned formulation of the positions, as well as the open dialogue, contributed to Bulgaria continuing to establish itself as a predictable and desirable partner and ally, which can generate promising ideas, seek pragmatic solutions, contribute to stability and sustainable development “, the head of state said from the parliamentary rostrum.
The President noted the consensus in our society for Bulgaria’s European affiliation and noted that Bulgaria’s voice should resonate strongly in the debate about the future of Europe, about its strategic autonomy and security. The head of state pointed out that, within NATO, he called on the alliance to look for mechanisms so that it does not become an alliance between producers and buyers of defense products, but to establish itself as an alliance between partners who jointly develop defense capabilities through the integration of scientific and research and co-production. “I believe that Bulgaria will continue to be an active participant in this process and will work to integrate our scientific units and innovative companies into the initiative,” said the president.
“I will state again that our foreign policy must be formulated in our country with a consensus between the institutions and consistently defended abroad,” said the head of state and singled out our country’s relations with the Republic of North Macedonia as an example. “The government’s proposed multi-track approach to dealing with our neighbors has the potential to dynamise dialogue, build trust and should be supported. However, he should not leave in the background the problems related to the rights of our compatriots and the common historical and cultural past,” said Rumen Radev.
“I am among the Bulgarian politicians who wish to see the Republic of North Macedonia in the EU as soon as possible. That is precisely why we must help our brothers to overcome the ideologies of the totalitarian past more quickly and to achieve the membership criteria. As a responsible member of the EU, Bulgaria must integrate partners into it, not problems,” the president pointed out.
The head of state pointed out that he actively worked for the economization of foreign policy, which could yield much better results if more effective coordination between institutions was achieved and the lack of project readiness in important investment directions was overcome. Rumen Radev stated that during the years of the mandate, the strategic partnership with the USA was strengthened, the dialogue with Russia was restored at the highest political level after a ten-year break, our relations with China were raised to the level of a strategic partnership, relations with a number of countries beyond were deepened the European space. “From the beginning of the mandate with Iliana Yotova, we used every possible opportunity to expand the Bulgarian cultural space and to defend our achievements,” the president said and added that this policy will continue even more actively against the background of the frequent encroachments on Bulgarian culture and history.
