The law in Ukraine covers all areas of human activity, including the main types of gambling, except for lotteries. The law regulates the basic rules of activities of organizations, and also controls the conduct of online gambling, taking into account the specifics of the company’s work. The creation of special laws that control online business is necessary, because today more and more companies are transferring their activities to the virtual world.
Availability of a license
By law, any organization operating on the territory of the country must have a license. This also applies to gambling and online casino activities. In order to get the opportunity to work legally, the subject of economic activity should apply to the authorized body with the appropriate application and the necessary package of documents, the composition of which depends on the chosen type of license. After the documents are considered, the authorized body issues a decision:
• on issuing a license for a period of 5 years;
• on leaving the application without consideration;
• a decision to refuse a license.
The list of reasons for making this or that decision is clearly regulated by legislation, which excludes the possibility of manipulation and excludes corruption.
Social basis of legislation
It should be noted separately that the legislation was developed taking into account world experience and aimed mainly at protecting the interests of users, including the use of the principle of “responsible play”.
The law prescribes a set of measures aimed at:
• reducing the negative impact of the gambling business on a person;
• development of measures to combat gambling addiction;
• prohibition of participation of minor citizens.
Also, payments for obtaining a license are directed to special funds whose activities affect medicine, sports, education, culture and science. To ensure direct additional financing of socially vulnerable areas.
