The Port Builder of Ust-Luga: A Last Word and a Pending Verdict

Before the verdict, the builder of the port in Ust-Luga, Valery Izraylit, remembered the president and did not admit his guilt.

In the Smolninsky court of St. Petersburg on July 4, an iconic businessman Valery Israelite took the last word.

“I want to go beyond the limits of this criminal case,” said the one who met Vladimir Putin 22 years ago at the site of the current port of Ust-Luga.

Izraylit was charged with fraud at a construction site in Ust-Luga (2011). He pleaded not guilty, the cases were dismissed due to the statute of limitations. There was a withdrawal of funds abroad. Do not recognize. He served three years in the FSB detention center and three years under house arrest. The prosecutor asks for 9.5 years in prison.

“I came to the port of Ust-Luga in 1998, and in 1999 I headed it. Everything was sad, the debts were 6 million dollars, which was a lot in those distant times. I restructured the debts, agreed with creditors. We found a common language with the Ministry of Transport, “were pioneers of public-private partnership. Although there was no such thing then. This raised the status, but it did not affect the finances. In fact, I financed the project from personal funds, banks refused loans, the company did not receive a single ruble of federal funds” , Isaylith recalled.

Izraylit was arrested on December 28, 2016. Today he is 61 years old. Born in the Komi ASSR in a large family. He came to Leningrad in 1980 and went into business during perestroika.

“By the time of my arrest, 12 terminals, a railway line and an oil depot were operating in the port. Cargo turnover was 100 million tons, we were the fourth in Europe,” the defendant says.

And quietly continues:

“After the launch of the terminal, which was attended by Vladimir Putin, investors ceased to be afraid. The company became the first in the country with such a project. I was on the government expert commission, a member of the board of the Russian Union of Industrialists and Entrepreneurs, and many others. that I talked with some losers about the supply of low-quality pipes? Seriously?

The investigation found fraud in the amount of 208 million rubles in the supply of pipes for the construction of the Transneft oil depot. Subsequently, it turned out that the controversial material evidence had been destroyed.

“Let me remind you that the object was delivered on time and at a fixed price. And then strange claims. It’s like with a car bought in the salon. A couple of years later you say that the manufacturer could buy disks or spark plugs cheaper. Moreover, Transneft wrote a statement on At the request of the investigation Yes, I agreed to stop the cases due to the statute of limitations My age and health condition do not allow me to continue this endless fuss Yes, I hoped for the law and hoped for the prosecutor’s office – for an apology But I encountered cannibalism They asked for me 9.5 years,” the entrepreneur recalled.

Finally, Izrailit said: “I am proud that I had a chance to participate in the project in Ust-Luga. I hope it will help in our difficult time. I am not looking for the guilty, but I am extremely sorry for the time.”

Valery Izrailit’s verdict will be announced on July 12. But for now we have described the lyrical part. Tomorrow we will tell how, before the last word, the fast lawyers and the brisk prosecutor’s office fought and mocked each other, how quickly Izrailit reacted and judge Anzhelika Morozova pacified the hall. We will also show a video of the process from the inside: corridors, cigarettes, security, hugs and emotions. And even a story about hairpins and a crocodile. In the finale, the main character presses the gas and is carried away from the walls of the court in an off-road vehicle.
