The polluter does not pay: households pay more environmental tax than companies

According to Statistics Netherlands, households paid no less than 56 percent of the taxes related to CO2 emissions in 2019, while they are responsible for less than a quarter of those emissions. This concerns energy tax, emission rights and fuel excise duties.


And that while the most polluting sectors, aviation and shipping, pay far less than their share. This is mainly because the fuels they use, fuel oil and gas oil for ships and kerosene for airplanes, are less taxed than fuel for cars and trucks.

Less environmental taxes

“As a result, land transport in the transport sector accounts for almost all excise revenues, while shipping and aviation are responsible for most of the CO2 emissions,” reports the CBS.


Last year, the government received 24.4 billion euros from environmental taxes. This amounts to 7.7 percent of all taxes. That percentage is lower than ten years ago, when it was still almost 9 percent.

The top three environmental taxes that yield the most are: excise duties on fuel, motor vehicle tax and energy tax.
