The deputy regional director decided to resolve the situation: he called on the policewoman to examine with a police psychologist whether she was fit to perform the service. He stated as one of the reasons that the policewoman does not forgive the mistakes of her superiors.

However, the deputy made a mistake in his actions, because due to his position he cannot order his subordinates to undergo the so-called determination of personal competence.

It is said to be bullying

Such a decision falls exclusively within the competence of the regional police director.

It was only after being notified by the Trade Union Alliance of the Integrated Rescue System that this was also acknowledged by the South Moravian police director Leoš Tržil, who responded by issuing an instruction to investigate himself, as follows from the documents available to Právo.

The policewoman is to undergo the examination despite the fact that last December she successfully completed a psychiatric and psychological examination with experts from the Central Military Hospital in Prague, as she was returning to service after a serious collapse in the workplace.

However, the mental state of the High Commissioner, who has worked for the police for 23 years, will now be re-examined.

“It continues to provoke repeated disputes not only with superiors, but also with colleagues, it does not respect official procedures,” the deputy explained the requirement to determine the personal competence.

“The policewoman’s statement indicates exaggerated and unjustified criticism of her superiors, and she does not and does not intend to change her approach to them in this regard, as she does not want or intend to forgive their mistakes in decision-making,” Tržil added.

He could end up in civilian clothes

Petra Lhotáková, a representative of the IRS Trade Union Alliance, described the procedure of the South Moravian police leadership as bullying. “A policeman is not a guinea pig, so you can test on him what he will endure and what he will kidnap illegal,” the trade unionist said.

If a police psychologist came to the conclusion that the investigator was not mentally OK, she could be put off duty or even forced to go into civilian life.

Due to the protection of personal data, the South Moravian Police did not want to comment on this specific case. According to spokesman Pavel Šváb, however, it can be said in general that a police officer must have not only medical but also personal qualifications in order to perform the service.

“It lies in the defined personality characteristics, which are a prerequisite for the performance of service in the security force,” said Šváb.

“A member meets the characteristics if he is intellectually in the band of average or higher, emotionally stable, psychosocially mature, resistant to psychological stress, with the desired motivation, attitudes and values, without deficiencies in free processes, cognitive processes, self-regulation, without signs of unwanted aggression and without psychopathological symptoms, “added Šváb.

The battle for personality is not the first that the investigator and her superiors have fought.

Last year, for example, she successfully challenged the disciplinary punishment she received for recording her superiors’ conversations. The disciplinary punishment for a policewoman was swept off the table by the Brno Regional Court, stating that the decision of the officials is unreviewable due to incomprehensibility.
